and pay-TV both increased the amount of

time available to specialized audiences.

To firmly step into the new millennium,

Vietnam Television soon rearranged the

organization and improved the working style

in all fields. Decree 18/2008-CP regulates

the functions, tasks and organizational

structure of VTV on the basis of organizational

consolidation, adjustment of functions and

duties of affiliated units. These are things

that need to be done immediately, although

there are many difficulties due to the old

working style, but VTV leaders are determined

because it is necessary to change. VTV has

urgently completed the labor management

and assessment mechanism, which is rigorous

and scientific, creating a legal basis to improve

the way of salary payment based on labor

efficiency, not uniformity. Every department of

VTV also stipulates and implements their own

set of indicators to evaluate the contribution

level andwork efficiency of each position. Since

2013, VTV has thoroughly decentralized the

management of staff, letting the departments

decide wages.

With the aim of building a modern and

professional National Television Station,

VTV determined that the reform of internal

administrative procedures is an important

job. It has issued a directive on reforming

administrative procedures, working style,

improving the efficiency and effectiveness

of direction and administration. By 2016,

the implementation of the text system in the

network environment was applied to 100% of

VTV departments. Implementing the 2016-

2020 roadmap on information technology

application, building a synchronous and

modern electronic agency at all levels

within VTV. The document and job record

management software system has been

upgraded, adding many new features such

as business program management, digital

signature integration... Effectiveness of

modernization and professionalization in all

fields of VTV has been shown on the air.

From 2011 to 2020, VTV screens

have flourished dramatically thanks to

the breakthroughs in program production,

creating innovations in content and forms

of expression. The system of broadcasting

channels from VTV1 to VTV9, with its

own criteria, always plays a key role in the

implementation of VTV political duties.

Today, all national channels have broadcasting

24 hours a day. The total duration of national

channels is 216 hours a day.

VTV1 - the leading TV channel in the

national media system, always maintains and

promotes the role of the main information

channel, orienting public opinion about

major events, and important domestic and

international issues.

VTV2 continues to maintain its identity

with many programs renewed content and

expression, providing useful scientific and

educational knowledge, contributing to

improving VTV viewer’s knowledge. The fixed

broadcasting time of VTV2 creates a habit for

the audience to follow their favorite programs.

VTV3 has been innovating to bring

viewers attractive entertainment programs, at

the same time directing them to the human

values and both educating and orienting their

thoughts. VTV3 is always the main

channel that brings big income to VTV with

programs and dramas produced by VFC

attracting a large number of viewers. The

main programs such as:

The Road to Olympia), Chúng tôi

là chiến sĩ (We Are Soldiers), Điều ước thứ

bảy (The 7 th Wish), Cà phê sáng với VTV3

(Morning Coffee with VTV3)…

are always

changed formats to meet viewers’ demands.

VTV4 continues to play its important

role

in

serving

the

Vietnamese

community abroad and foreign viewers.

It works effectively in the fight with

hostile forces, at the same time promoting the

image of Vietnam abroad. Over the past few

years, VTV4 has innovated in the direction

of increasing the quality of the main thesis,

more information, and diversity. Over recent

years, VTV4 has made so many innovations

by making more treatises with various

information. The program framework of VTV4

is adjusted with 13 news broadcasts a day

in 5 foreign languages ​and Vietnamese. In

particular, since 2015, VTV4 has significantly

increased the length of its programes in

Southern accent.

VTV5 broadcasts news and programs

in 23 languages ​of ethnic minorities with

specialized and suitable content. The

channels VTV5, VTV5 Southwest, VTV5

Tay Nguyen for ethnic minorities have rich

and practical content, helping people to

build a better new life, get out of poverty and

preserve national cultural identity.
